Patricia Plasencia

Patricia Plasencia is a lawyer and Captain in the Peruvian Air Force, one of the three Armed Forces in Peru. She works as a legal consultant in administrative and labor law and as an instructor on international humanitarian law. During her time as a Humphrey Fellow, Plasencia hopes to learn more about legal and government issues as they pertain to human rights in the United States and other countries. She will examine the application of international humanitarian law within the rules and context of the U.S. Armed Forces and methods to combat corruption in public administration. Her goal is to share her acquired knowledge with colleagues in Peru so they will be up to date on public administration practices in the United States.

Noroseheno Ralisoa has an MS in Agronomy from the University of Antananarivo. She works for FIFAMANOR, a Center for Rural Development and Applied Research in Antsirabe. Noroseheno is responsible for research on wheat and cereal and on-farm and field tests, nursery orders and research reports. In addition, she conducts research on triticale and supports the in-vitro culture of potato plantlets.

Dr. R�zs received her master's degree in molecular biology and biotechnology at the Faculty of Science, University of Szeged in Hungary, and an Environmental Law degree at the E�tv�s L�r�nt University of Law in Hungary. She received her Ph.D. at the University of Szeged in Hungary and University of Bologna, in Italy. Currently she is completing her MBA at the Corvinus University in Hungary. Dr. R�zs has been working for over five years in the Hungarian Parliament as a Chief of Staff in the Office of the Chairman of the Hungarian Parliamentary Committee for Environmental Affairs. She has also been working in the private sector since 1997 as the executive director of two environmental companies one, H-Gestor Ldt. in Hungary the other, Gestor d.o.o. in Serbia. She is also a university lecturer of the University of P�cs in the field of Environmental Politics and Law. Dr. R�zs will participate in university courses in the fields of environmental politics, management and economics. She will consult with national, state, county and municipal officials dealing with environmental issues, including the Environmental Protection Agency, as she is interested in politico-economics and regulatory issues.

Dar es Salaam, United Republic of Tanzania. Mr. Rushomesa holds a Bachelor's degree in Land Use Planning and Environmental Studies from the University of Dar es Salaam, Tanzania. He also holds a Master's degree in Agricultural Engineering (Land Use Planning) and a Professional Master's degree in Geo-information Systems (GIS) for Rural Applications from Sokoine University of Agriculture in Morogoro, Tanzania and Institute for Aerospace Survey and Earth Sciences in Enschede, The Netherlands respectively. He currently works in the Environmental Management Unit dealing with environmental planning and management in irrigated agriculture. He has been in the public service for over 15 years. During his Humphrey year, Mr. Rushomesa plans to strengthen his knowledge and skills in the field of environmental impact assessment, disaster management in agriculture, and use of GIS in water resources development. He would also like to have professional attachment to organizations in the U.S. dealing with environmental assessments and disaster management in agriculture.

Ababacar Seck

Mr. Ababacar Seck is the Head of the Treasury Management Unit at the Industries Chimiques du Senegal (ICS), Senegal 's leading industry and top exporter of phosphoric acid and fertilizers during the last few years. At ICS, his responsibilities include capital management, foreign exchange trading, short-term investments and finances, including financial risk management. He is also an active member of the Senegalese association of Chief Financial Officers and Treasurers and a part-time lecturer in �Derivatives markets and products� at the Research Center for Economic and Social issues at the University of Dakar. In 1999, before joining the ICS Mr. Seck was one of the creators of a non-governmental organization designed to aid the development of IT in Senegal. There he started as a Deputy Director in charge of Finance and Administration, and became the Director in 2000. He continues to exert influence as Honorary Director and counselor. Mr. Seck earned his MBA in finance from Centre Africain d'Etudes Superieures en Gestion in Dakar, and his master's degree in management from the University of Dakar. During his Humphrey year, Mr. Seck plans to enhance his expertise on financial issues and further his knowledge on the subject of financial risk management, corporate finance and entrepreneurship.

Dr. Soe is a Franchising Manager working on social marketing issues concerning malaria, STDs, HIV/AIDS, TB and reproductive health for Population Services International. She has also been a volunteer counselor and has developed informational, educational, and communication materials on malaria and healthcare delivery. Her interests include improvement of access to healthcare facilities, effective communication, and NGO development. During her Humphrey Fellowship year, Dr. Soe will study policy and management and the treatment of infectious diseases with emphasis on HIV/AIDS, malaria, and tuberculosis.
